The Chinese Government are pressing for a reply, and I am unwilling to give them any pretext for saying that we are not carrying out our part of the bargain. In order to show our good faith and to secure the object of opium agreement extinction of cultivation-it is important, in my opinion, that we should proceed strictly in accordance with article 2 and article 3 of 1911 agreement
I submit, therefore, that we should place two provinces on prohibition list at once and undertake examination of three others at the earliest possible moment.
